Parshah difference between Eretz Yisroel and the rest of the world

I'm not sure if there's already a thread on this - I wasn't able to find any. in any case, here's the question:

This year, in Eretz Yisroel the parsha is Kedoshim, everywhere else it is Acharei Mos. The difference continues until parshas Matos-Masei, which is combined everywhere except Israel.

My question is: Why keep the parshiyos out of sync for so long? Why not connect Acharei-Kedoshim this week, so that we catch up to Israel?

The real answer is that we don't connect Acharei-Kedoshim in a leap year, ever.

parshat bamidbar is supposed to be the parasha readed on the shabbes before shvuos and behukosai one shabbes before.

this year, in eretz isroel, we will read naso on the shabbes before shvuos.

in hutz laaretz, we prefer to keep the kvius of reading bamidbar. after shvuos, the first occasion to read two parashios is mattos massei

בנוגע לפרשיות. לכאו' יש עדיפיות להחלוקה שבחו"ל שקוראים בחוקותי יותר קרוב לשבועות כמשמעות הגמ' במגילה לא:, ורק שמפסיקין בפרשה אחת (ראה תוס' שם ד"ה קללות). ותקנה זו בפשטות היתה תקנה שרוצים לקרות הקללות מה שיותר קרוב לשבועות לשבועות כענין תכלה שנה וקללותי' (וכדמוכח מקושיית המהר"ץ חיות שם, עיי"ש). וא"כ הסדר שבחו"ל עדיף. ומסתבר שהסדר נתקנה לפי חו"ל, שהרי אפילו בזמן הרמב"ם עדיין היו מנהגים שונים בקריאה, (אך המנהג הנפוץ כבר הי' הסדר שאנו עושים). ואז לא הי' קהילה גדולה בא"י וכידוע שכשהרמב"ן הגיע לירושלים הי' לו קושי להשיג מנין בירושלים. וא"כ הסדר הוקבע לפי חו"ל. ומובן בפשטות למה לא מסמיכים חו"ל לא"י, כי אדרבא עכ"פ עד שבועות העדיפויות הוא כמו שעושים בחו"ל.
