The Shtus deKlipa states that only those who are able to consume fifty grams (a shotglass) of 96% alcohol per 5 kilograms (about 11 pounds) of body weight and remain sober are allowed to become intoxicated.

The Friediker Rebee stated very clearly that Chassidim should never get intoxicated. His language is very strong about this matter. The Rebbe, to my knowledge, never said otherwise.
