girls over 3

whats the halachah with boys over 9 touching girls over three? r they really not allowed to?
also, in camp, what are girls counselors supposed to do if they have boys over 9 in their bunk, are they allowed to touch/hug them?

About girls over 3 there is the shita of the Chazon Ish that it does not depened on age but on maturity.

A naye mokor! The Rebbe was talking with R' Zalman Shimon about hatafas dam bris if it is in the atarah or in the aiver. Rzs mentioned that the chazon ish says to do both and ask mechila. to which the Rebbe replied, im kabalah hee darfen mir nit mekabel zein v'im din hu yesh tshuvah. hatafah macht men nor in atarah.

cant recall details and don't have seforim but in otzar haposkim (even hoezer) all the opinions about touching girls etc are brought, if someone has access then post away!

Was the Rebbe's answer a general one or related to that specific question? And wasn't The Rebbe saying that if it is just a personal opinion and not based on Halachic proof, then we don't follow him? if not, please explain, as I think I might be losing something in the transliteration.

If I understand the story correctly if it is a matter of halacha that is not explicit in shulchan aruch than we can pasken differently (obviously men darf hoben a yesod azoi vi yden din). And if it is explicit iz nit er paskent. however you can just as easily say that the story is only about that particular case. but must lubavitcher rabbanim that I'm aware of rechenen zich nit tzufil mit em, vhamaivin yovin.

I thought it's that a child over Bar or Bas Mitzva has an Issur on touching a boy over 9/a girl over 3. The Halachos (also of Yichud, etc.) are applicable with a boy of 9 and a girl of 3??? (I'm not asking Lemaaseh- that has been addressed)
