Modest Clothing

as Noahide's are we required to wear Modest clothing?

Hmmm, that is an interesting question. On the one hand, Noahides are obligated to practice a certain level of morality when it comes to sexual relations... on the other hand dressing modestly is a bit of a different thing.

Many of the reasons that a Jew must dress modestly go along the lines of dress like a prince/princess, so those would not apply. On the flip side, Jews are required to not look at immodestly dressed people if they can avoid it, and I would like that a Noahide, out of respect for the Jews around him or her, would dress modestly to avoid creating any temptation. The second reason applies to both genders, but is more applicable to girls.

I am curious to hear what others have to say.

it seems that since the 7th law is to
set courts to ensure obedience of the 6 laws
and the 4th law is
Not to engage in incestuous, adulterous, bestial or homosexual relationships
It seems logical to say that the court would impose a fence to prevent transgresions of the 4th law

Dressing modestly is necessary in order to maintain proper boundaries of modesty, which are a precaution against inappropriate behaviour between genders, and also a sign of one's humility before Hashem. Thus, it is very proper for all mankind to follow this practice.

If anything, non-Jews should be more careful in such matters than Jews, based on the principle of the following sicha:

Gentiles Should Practice Abstinence

The main concept of the nazirite state in the Torah is said in connection with the nazirites holiness, and this concept is only applicable for the Jewish people. Nevertheless, since the Hebrew word nazir also means separation, this principle applies to gentiles as well, as there is also reason for them to practice abstinence from worldly pleasures.

On the contrary, abstinence is primarily necessary for gentiles [more so than for Jews], for since they are occupied solely with worldly matters, they become immersed in worldly matters and pleasures, as it is written, The inclination of mans heart is wicked from his youth. This causes harm both to them and to the surrounding world [thus necessitating extra abstinence]. In contrast, of the Jewish people it was stated, Let that which the Torah forbade you be enough for you, and his divine service should involve drawing holiness down into himself and the world.

Non-Jews are more susceptible to fall into immorality than Jews, and thus needs extra boundaries to prevent that. The sicha is speaking about involvement with the physical in general, but the same principle surely applies to interaction between the genders.
