Exposing one's body while changing

In Kitzur Shulchan Aruch 3:1, it is written that one should always be very careful to change all one's clothes under a covering:

כתיב, והצנע לכת עם אלהיך. לפיכך צריך האדם להיות צנוע בכל ארחותיו. ולכן כשלובש או פושט את חלוקו או שאר בגד שעל בשרו,ידקדק מאד שלא לגלות את גופו, אלא ילבישו ויפשיטו כשהוא שוכב על משכבו מכסה. ואל יאמר הנני בחדרי חדרים ובחשכה מי רואני, כי הקדוש ברוך הוא מלא כל הארץ כבודו, וכחשכה כאורה לפניו יתברך שמו. והצניעות והבשת, מביאות את האדם לידי הכנעה לפניו יתברך שמו
From asking around, and observing others in Yeshiva, it doesn't seem that most people (I mean men, I don't know about women) follow this strictly. I've seen some people be careful not to uncover their lower half while changing, but most people do uncover their top half while changing. Is this a case of people simply ignoring what Torah says, or is there more to the story here?

I looked into it further today. The Piskei Teshuvos brings from the Igros Moishe that only exposing the ervah is an issur gomur, while exposing other body parts is not an issur mei'ikar ha'din, but more of a chumrah. The best peshoro seems to be to change in the bathroom, where it's not considered pritzus at all to expose oneself.

Re women: Chazal say "umoh bifnei atzmoh hein".

udeasinon lehochi, according to the AR even socks should be changed under the covers. (although you can probably build a case lehokel from siman 91).

Since in many medinos it is normal to walk around without socks, it very well may be that on those medinos the ankle and toes are not considered a מקום מכוסה. At least regarding this inyan. Sorry for the delay in responding, took a bit of time to research (;

It's interesting that in the Maharuda Kama there's a special seif about not walking barefoot (ואל ילך יחף), and in the Mahadura Basra the entire seif was removed.

Regarding Noahidelaws's comment, there's a difference between a bathroom and a showeroom. The leniency applies only to a bathroom which also has a shower in it. In such a case, it's truly the best option to be יוצא לכל הדיעות.

I do wonder though if a bedroom adjacent to a private shower-room, can be designated also as a changing room - just like the merchatz in Shulchan Aruch.
