Using an Eruv

Can someone provide me sources for Chabad not using an eruv (in certain situations) ie: Large Cities

I realize there are situations where Chabad does use an eruv, like summer camps or small eruvs between houses and other unique instances.

I am looking for sources as to why an eruv in Los Angeles, New York or other large cities isnt used.

There is the issue that often the Eiruv is relying on opinions that is not lechatchila, whether the definition of Reshus Horabim, or the way the Eiruv is made.
In addition - as a matter of policy the Rebbe frowned upon relying on Eiruvin in big cities (an answer to the kehilla in Melbourne comes to mind).

100% correct on all accounts. My hope was for a written source from the many pages of Lubavitch seforim.

Is it a letter to someone in Melbourne? I would love to read it.
