At the rear of Blue cover Siddur, p.586, it states that a man should not recite the Shema unless wearing a tzitzit as he bears false witness. However, when tefillin are put on in a Tank for example, tzitzit are seldom warn. Are there exceptions?

It is a bit complicated whether the above statement applies in a case where a 4 cornered garment is not being worn. There are opinions, contradictions and much discussion about this (and what the opinion of the Alter Rebbe is - see references in the new edition of the SA Siman 8:1 footnote 1). Therefore, in a situation where one would otherwise not be fulfilling the Mitzvah of tefillin, I would not worry much about it.
