Tefillin during u'vo letzion

According to Chassidus, is there any particular significance in wearing tefillin during (i.e., not taking them off before) U'vo L'Tzion, in particular pertaining to the Kedusha in U'vo L'Tzion?

This is what my mashpia answered to me:

There is a long letter from the Rebbe where he talks about what we do on Rosh Chodesh - the Alter Rebbe difers from the ARi who says that you have to wait til after Kadish on RC, and the Alter Rebbe says to take it off before Kadish.

The Rebbe has a long explanation. The letter is printed in SHarei Halacha UMinhag.
