Intent of Rov in psikah

I was told once that a Rov should not davka consciously seek to be machmir or meikel, but rather assess every shaalah on a case-by-case basis, considering the technicalities of the halacha, the views of the poskim, the facts of the case, the level of the questioner, etc. Could someone point me to mekoros about this? SA is constantly telling you to take into account: הפסד מרובה, שעת הדחק, מקום צורך, צורך גדול etc etc. Does not that bring out the above point, that you asked about?
I also did not understand what you mentioned in your question (as a question!) "a Rov should not davka consciously seek to be machmir or meikel" - isn't that פשוט בתכלית הפשיטות??

Look, I'm just asking for a sefer that discusses the klolim.
Yes, I think it's poshut too. I'm just interesting in finding a source where it's spelled out.
