On the term "baal Teshuvah"

Isn't it perhaps a misnomer to call a non-frum person who adopts Yiddishkeit a baal Teshuvah, when he sinned through no fault of his own? Teshuvah from a sin that is committed in a way of unknowing oines is certainly not the standard meaning of the concept of Teshuvah, although it is of course a kind of return to Hashem. What is the origin of this usage?

It would seem that aderabah, the real baal Teshuvah is the one who does Teshuvah after having sinned bemeizid.

also baal teshuvah is someone who is the master of his return, not just someone who keeps just some mitzvos
BT today is used for someone from secular circles who embrace Yddishkait like meaning "returning to the Master"
BTW ,also in the process of his return, he is a BT in the simple pshat, b/c he does not keep 100% of mitzvos in one shot

And even if the term aquired a new meaning in popular usage, that is not 100% compatible with the technical term, is oich nit geferlich. This would not be the only example of things like this.
