Articulating words during learning

Here is an excerpt from Body, Mind and Soul, by Rav Yitzchak Ginsburgh shlit"a.

In our Divine service, the “higher union” is our union with
God when we are engrossed in the study of His Torah. We fulfill
the mitzvah of studying the Torah only when we articulate its
words;
every pronounced word is a “kiss” of God (see Tanya, ch.
45). At the giving of the Torah at Mt. Sinai, we are taught that
“with every word [that the people heard from God], their souls left
their bodies.” God resurrected them with the dew He will use to
resurrect the dead, the “dew of the Torah” (Yalkut Shimoni, Devarim 824).
Similarly, in our devoted study of the Torah, we experience
at once the “Divine kiss of death” together with the resurrecting
“dew of the Torah.” (The “Divine kiss of death” is the highest
level of death, that experienced by Moses, Aaron, and Miriam, the
three siblings through whom the Torah was given to Israel.) And
so the sages teach us: “The Torah is only fulfilled in one who dies
over it, as it is said, ‘This is the [way of the] Torah a man [must]
die in the tent [of its study]’ ” (Numbers 19:14; Berachot 63b).
Can anybody offer a halachic source for learning out loud? Also, does this refer to all types of Torah learning (Tanach, Mishnah, Gemara, Chassidut)? what is מחשבת העיון, that is mentioned in the Tanya? Is it enough to think the words the way they are articulated?

What does the 12 refer to? There are only two seifim in the siman (online and the printed version that is in my possession) and neither of them mentions articulating the words as far as I can see.
The only source I have found for articulating the words is in the KSA, Hil TT 5.
As for whether or not this refers to all types of Torah study, including chassidut, from Rambam, Hil TT, 1:14 it would seem that there is no inherent difference between the various types of Torah study, but I didn't find anywhere there that suggests that Torah learning is only by articulating the words, so...

Hil Talmud Tora of the Alter Rebbe Chapter 2 paragraph 12:
וכל אדם צריך ליזהר להוציא בשפתיו ולהשמיע לאזניו כל מה שלומד בן במקרא ומשנה ותלמוד אא"כ בשעת עיון להבין דר מתוך דבר, וכל מה שלומד בהרהור לבד ואפשר לו להוציא בשפתיו ואינו מוציא אינו יוצא לימוד זה י"ח מצות ולמדתם אותם
