...Which merely means that they decided not to print it (probably for the same reason that sicha was not given to the Rebbe to be magiah - even though he asked for it).
It is, however, in the CD set by WLCC sicha of 2 Adar II (and all the Ipods - #122 of 5748). Is it complete there? Probably.

Maybe you did receive an answer, you just don't know yet how to interpret it.

So you may want to ask a mashpia. Or a Chassidishe Rav (as was mentioned earlier in this thread).

There are those that will say that you weren't zoche to receive an answer derech Igrot because you didn't believe enough in that derech. If you will believe enough in it, then you will be zoche to understand, and to receive relevant answers.
[Translation: If you will be brainwashed enough, you'll see the connection even when there is none, and you'll make complete blanked out of a 3-cm thread.]

the rebbe often gave differing answers to differing people depending on their situations.

I once saw a letter that mentioned that he (and the talmud and agada b'chlal) only spoke about the usual case. outside the usual case, one should obviously use one's seichel. (i forget where it was exactly, but it was in one of the english otzar* books of igrot.

*(the terrorist organization to quite my rav, when he asked if I wanted an english otzar machzor.)

Tach, I don't like any rav that calls Jews terrorists.

Your seichel should be aided by a mashpia.

I.e., this is not the forum for asking for long translations. Better ask your local chossid/shliach in person.
