why don't we teach all children to lein when they are five or six or even younger, such as singing them the trop as a lulaby, so that when they are ready to read mikra they already appriciate the meaning of the trop, having learned to understand it organicaly with the rest of the language, instead of putting it off till the child is 11 or 12 and less capable of understanding it and picking it up?

(and if you doubt this, witness the advice of the alter rebbe: if one has not been noheg to read with the trop since one was a child, then one should not read kriat shema with trop because it will disturb his concentration.) (instead of enhancing it)
