One-sided contracts

Is there a concept in Judaism of one-sided contract? I.e., normally, when a contract happens, I obligate myself to do X in exchange for you obligating yourself to do Y.

Can I simply obligate myself to do X?

If I am an owner of a taxi service, and you call me, asking for a taxi, and I say: "coming" and never come, have I stolen from you? (Or, if I just promised an apple to you in front of two witnesses but never gave it.)

I would appreciate both sources and simple answers. Thanks...
