Fiscal Responsibility
 
Is balancing a budget taught in Chabad schools?
How about filing a tax return?

It wasn't taught in any of the schools I attended, but now I'm seeing how useful it would have been... a lot more than learning Global History if you ask me.

Some schools do. This is a subject that is gaining popularity in both public schools and private schools. On the one hand its an excellent topic, on the other hand there are not a lot of good materials on the subject.

Also, there is a tension in the education system between teaching the practical, and teaching those subjects which a person will not be able to learn about once school finishes.

Most everybody learns how to do their taxes eventually - a lot of teachers would argue that the global history lessons (and math, economics, chassidus, yahadus etc.) all teach the life lessons and skills that the student needs so that when its time to file a tax return, there's no challenge to it.
